During the hearing, there was significant conversation around which US agency is tasked with certifying that cobalt and other heavy metals are not sourced by child labor. It was pointed out by several members of this committee that it is USAID. Based on my research, the <a href=\"https:\/\/www.dol.gov\/agencies\/ilab\/our-work\/child-forced-labor-trafficking\" target=\"_blank\" rel=\"noopener noreferrer\" data-link-type=\"web\" data-segment-action=\"add\" data-segment-id=\"0210a866-c683-11ed-9f8c-fa163e37306a\">Bureau of International Labor Affairs<\/a> within the U.S. Department of Labor, under the Office of Child Labor, Forced Labor, and Human Trafficking (OCFT) is the entity that for more than 25 years has been a leader in reducing child labor, forced labor, and human trafficking worldwide. They also work to safeguard dignity at work by helping to ensure that other countries meet international labor standards.<\/p><p>The <a href=\"https:\/\/www.dol.gov\/agencies\/ilab\/about-us\/mission\" target=\"_blank\" rel=\"noopener noreferrer\" data-link-type=\"web\" data-segment-action=\"add\" data-segment-id=\"0210a866-c683-11ed-9f8c-fa163e37306a\">Office of Child Labor, Forced Labor, and Human Trafficking (OCFT)<\/a> consists of the following divisions:<\/p><p>\u2022 TAC: The Technical Assistance and Cooperation (TAC) unit currently manages an active portfolio of approximately 50 technical cooperation projects to combat child labor and forced labor around the world.<\/p><p>\u2022 MERL: The Monitoring, Evaluation, Research and Learning (MERL) Division\u2019s research-related activities, conducted primarily through cooperative agreements, include: child labor prevalence surveys; formative research on the measurement of forced labor and human trafficking; and impact evaluations to assess the effectiveness of a variety of interventions in reducing child labor, forced labor, and human trafficking.<\/p><p>\u2022 R&amp;P: The Research and Policy (R&amp;P) Unit produces important data on child labor, forced labor and human trafficking and makes it accessible to the U.S. government, foreign governments, NGOs, businesses, and other organizations working to tackle these serious violations of human rights.<\/p><p>In addition, ILAB publishes three reports on international child labor and forced labor that serve as valuable resources for research, advocacy, government action and corporate responsibility. McLain and Gorsek say Oregon is one of just five states without such a charge, which they call a \u201cone-time system use fee.\u201d<\/li><li>A new \u201croad usage charge\u201d that electric and highly fuel-efficient vehicles would pay \u2013 either as a flat fee or based on actual miles driven in Oregon. Existing electric vehicles would be subject to that still-undefined charge beginning in July 2026. New EVs, plug-in hybrids and cars with fuel economy of 30 miles-per-gallon or better, would be added in subsequent years.<\/li><li>A separate usage charge for delivery vehicles used by companies with at least 10 such vehicles. The fee is meant to impact corporate delivery services like Amazon, according to a summary.<\/li><li>Tacking an additional $66 onto Oregon vehicle registration fees, which\u00a0<a href=\"https:\/\/www.oregon.gov\/odot\/dmv\/pages\/fees\/vehicle.aspx\" target=\"_blank\" rel=\"noopener noreferrer\"><strong>vary by automobile<\/strong><\/a>.<\/li><li>Adding $90 to vehicle titling fees, which currently<strong>\u00a0<a href=\"https:\/\/www.oregon.gov\/odot\/dmv\/pages\/fees\/vehicle.aspx\" target=\"_blank\" rel=\"noopener noreferrer\">range from $90 to $190<\/a>.<\/strong><\/li><li>Increasing the state\u2019s weight-mile tax on heavy vehicles by 16.9%. Funding from the tax goes to bike and pedestrian facilities.<\/li><li>Increasing a tax dedicated to transit service that Oregon workers\u2019 pay from their paychecks from 0.1% to 0.18%. Here is what it really says.<\/p><p><strong>BUYING AND LICENSING A CAR \u2013 NOT DRIVING IT YET\u2026.<\/strong><\/p><ol><li><strong>DMV FEES<\/strong> \u2013 Increase Title fees by $90 or around 100%. Current fees range from $90 to $190.\u00a0<\/li><li><strong>Increase Vehicle registration FEES<\/strong> &#8211; Increase fees by $66. Current vehicle registration fees for gas powered passenger vehicles range from $126-$156. EV\u2019s pay $316 unless they are registered in the OreGo program.<\/li><li><strong>New Car TAX<\/strong> (also known as the privilege tax passed in 2017 in HB2017 \u2013 ironically the last transportation package). Increases the tax applied to new vehicles from 0.5% to 0.8% or a 60%.<\/li><li><strong>The \u201cNew\u201d Car TAX<\/strong> \u2013 Which will apply to all new and used cars and be in addition to the privilege tax. It will be a \u201cone time fee of 1% of the vehicle price.<\/li><li><strong>Tire TAX<\/strong> \u2013 Brand new tax that will be 3% for all tires purchased.<\/li><\/ol><p><strong>ACTUALLY DRIVING<\/strong><\/p><ol><li><strong>Weight Mile TAX<\/strong> &#8211; Increase it by + 16.9%. These are the fees that trucks pay instead of the fuel tax. Former Senator Boquist and I called for a Special session on this issue in December of 2023 because the weight mile tax was already constitutionally out of balance with the fuel tax.\u00a0<\/li><li><strong>Fuel TAX<\/strong> &#8211; Raise the current fuel tax of $0.40 per gallon to $0.60 per gallon. The Oregon gas tax was raised last year by 5%.
